Some best practices include: Rack layouts (2 post/full enclosures) properly sized for future growth, cable management deployment, cabling (color code your cables including labeling), spec out correct size of UPS, power to your MDF and/or IDF (size power for future growth and allow for true A & B use), in-rack PDUs, rack/room security (including surveillance), environmental monitoring, ventilation/cooling and cleanliness.
